So the Dublin regulation is a protocol that allows European nations to send migrants back and refugees back to the European state, where they first cross the European border. In other words, the state closest to their country of origin, so in Latin America, the Trump administration’s been working closely with Mexico and Guatemala to create what we might call an administrative wall buffer zones as it were that would prevent migrants from flooding into the United States.

take in refugees who made it to the United States, but because they went through Guatemala or Mexico they’d be required to go back to those respective nations for asylum so that’s why Trump’s policies are seen as a central American version of Europe’s Dublin regulation.
